Need Help!- Tangent Arcs Mastercam 9.1

Hi. I am using Mastercam V9.1 SP2 to mill out a handle out of plastic. I construct two 0.25 circles 1.0" from each other with a tangent arc or fillet with a 3.0" diameter between them. Each time I select create\arc or fillet\tangent\2 entities, type in 1.5 for the radius, select the two arcs I get many white circles around the two 0.25 circles. The 3.0" circle or fillet never gets constructed. I am not sure what I may be doing wrong, if anything. My guess is there is some sort of setting that will recognize what I want. Can anyone help? You're not taking it far enough. The multiple white circles are all the different ways that 1.5" radius can be tangent to those two circles.

All you have to do is click on the white circle you want to keep and the rest will go away.
