Can someone show me the correct way to use the snap tool (tangent)

I have two circles 1.5" , 3" diameter and 3" in between, I need to create a packet by drawing lines (tangent) that connect the two circles.

I can not get the end point of the line to be tangent to the second circle.

Please can someone show the steps?????

Sorry If I couldn't explain it better I'm very frustrated.

Review this short AVI after un zipping it.When review watch that I bring the curser close to the Arc and when it highlights I left click.
