To use the wear like you suggested you can use wear on the pocketing parameter pocketing diaolaog box under comp type, assumes whatever controller you have uses dia/radius compensation. You then will have to manually enter the wear value before it moves to the pocket before the control reads the dia offset, and remove it again before cutting the inlay. This will have to be done at the control and it wouldn't hurt to put a program stop before it picks up the comp to make sure you enter it at the right time and remove it at the right time.
Alternatively
Look at the Offset command. Select it from the menu, etc and in the dialouge box click move, enter a value, say .001 if that is the fit you want, then with the box still open select one line of the pocket and then click to the outside of the pocket, this will move the line .001 outside of the old line. Repeat until all lines are done, then use the trim command to trim each line to it's neighbor to close the pocket again. You now have a pocket exactly matching the inlay geometery, except with a .001 clearance all around. Whichever suits your needs either would work. I'm not sure but you could possibly chain the pocket and offset it like that too, try it and see.
