Without even looking at it, if you did get it stiched closed it will not create a Solid History or as you are call it a operation history. it is still a dumb solid.
i want to stitch the surfaces in the attached file into a solid instead of a sheet solid so i can create an operation history. what do i need to do to make this happen with this attached iges file? change .zip to igs.

I just did it in X5 and it stiched clean to a solid body. not sure what problem you are having.

it's a sheet solid not a true solid. this is a file that is included with mastercam v9 and it is used in the official mastercam v9 solids tutorial book i purchased on ebay. when i import the iges file and try to make it a solid, mastercam asks if i want to create edge curves, when the conversion to solid process is done. i say yes and it applies edge curves where the gaps are. when i try and create an operation history and extract the fillets i can't because it is a sheet solid not a true solid. i want a true solid so i can extract the fillets and more easily modify them. this is the exact tutorial in the book but it doesn't work for me. why i am not sure. maybe because new versions of mastercam use a newer version of the parasolid kernel that isn't as tolerant? that would be my guess. regardless, i want to know how to fix this model and make it a true solid. i tried deleting and replacing the fillets where edge curves were created showing gaps. i am able to do this but i get a parasolid error message when i try and make it a solid. thank you for taking the time to look at this.
For solids, try face to face fillet. For surfaces, try surface to surface fillet.

i am using using x5 mu1. have the same setting you do. only thing i can think of is to try uninstalling and reinstalling mastercam
What are you using for a computer can you give some specifics.
