Difficult to tell exactly what you are attempting to do. Did you set the area in question as a check surface?

not related to his question but i took a quick look at his program. i am not sure why he wants to use 2d contour and only step down .010. not sure how the undercut is going to be handled on the spoon handle. noticed retracts are also very high on some of the tool paths. since his file is an x5 file wondered why optirough and rest roughing are not being used.

In the Operation Manager for that Toolpath > Geometry, select the surface you do not want the tool to touch as a Check Surface. In the Toolpath Parameters, put some value in greater than zero for the amount to leave on check surface.

your tool is doing exactly what you tell it to do. the center of the ball ends up at the transition point between the two surfaces. set the step and wall as check surfaces and come back later with a small ball or bull mill and finish that area off.
If you can ENVISION it I can make it

I am have trouble with selecting a single surface. It seems to be selecting everything instead of that edge. How can i break the spoons surface into separate selective surfaces???

On Toolbar on Solid Selection should be a blue check mark, click it to turn solid selection on and then only enable face, not entire solid.

PS flowline does not support tool boundrys now you could of marked that edge surface as a check surface in the flowline options to keep the tool from touching there.
(Note: The opinions expressed in this post are my own and are not necessarily those of CNCzone and its management)

If you have a ball mill of correct size, use contour. If not, surface parallel.
