How can I create a drafting title block in x4

You can use the templates that are pre-loaded (templates folder), or you can draw one out and save it in the templates folder naming it something of your preference. I just use one of the Mastercam templates and make a copy of it before I modify it to my particulars.

If your asking how do you get MCam to create the drawing for you, use the Solids>Layout function which will bring up a dialog to allow you to choose your preferences.
