I wondered if it possible to use an usb cable and second db25 breakout board to be able to activate some solid state relays in Mach3, where timing isn't a issue? If not possible, will the serial port hooked up with a db9 breakout board do the job?

Mach does not use the USB port, unless a plugin is written for a USB Device.
There are several different options for IO on Mach3 other than the parallel port. There is the Pokeys USB device. Mach3 also supports Modbus through the serial port. The ModIO is one supported device. CNC4PC also offers several Modbus Devices
