If the controller and feedback system is kept active, the vast majority of true closed loop systems will know the machine position when the drives are not enabled or with power off.
Usually a precautionary measure is carried out in the control that senses when the drives are inactive or in an e-stop position that will zero the command signal so that if the motors are physically turned with drive disabled, it does not force the motors to jump back to the original position when the power is restored, but the correct position is always known, if servo with encoder feedback.
So that if the power is restored, this will now be the updated machine position.
It will always be referenced from the original home position.
