I bought a used Chinese mini cnc Hefei Liyu CNC Equipment CO.,LTD.¡ª¡ª Cutting plotter Mini engraver Engraver(CNC Router) Mould engraver Optional parts But no operation manual, driver software, and RS-232 cables, I bought a cable form a local store and contact the cnc to pc but no communication.
I emailed the Chinese manufacturer several time no answer

To establish communication between two devices, two things need to be satisfied.
1. The cable has to be the correct pin out configuration for the hand shaking method set at the control and the PC.
2. The setting at the control and PC have to be compatible with each other and the cable.

What type of control does the machine have? You will probably need to get a list of the parameters for the machine so that the setting for the communication can be set, or at least know what the settings are so that the PC software can be set accordingly.
