1920 x 1080 display ???

How can I get mach3 to display correctly on a 1980x1020 resolution display?

The best way, is to create your own screen.

To use the standard screens, try this:
1) Maximize Mach3
2) Go to General Config, and check "Auto Screen Enlarge"
3) Close Mach3
4) Re-Start Mach3

It will be stretched out, and there will be some empty space at the bottom, but it will fill the screen. I just tested here to make sure.

Also, I'm assuming you mean 1920x1080??

Yes 1920x1080, I tried what you suggested, no luck. I attached a screen shot.

You have Windows set to large fonts. You need to change it in the Windows display settings.
