I have a question about the l297 .. when i give 5v to the vcc to the l297 i get all outputs high(A,B,C,D) .even if clock is grounded,reset is grounded, enable is high, cw/ccw is low and so is half/full.no other pins have been connected, so theyre floating.any idea why im not getting the correct home position? The idea is to attach clock to emc but i want to make sure the translators working properly so im generating clock signals from a microcontroller.
any suggestions as to what could be wrong? could it be the chip itself?

Try connecting it as described in the docs. Ie you need to ground the sense pins etc.
