Tool Size Settings?

Hi im newbie and i have samll question: I have only 1 cuting tool so far (just got my machine) is about 3mm in diameter. When i run my files without settings it seams that machine assume i have like 0.05mm dril bit so i figured i need to change tool # to something bigger, but how do numberings work? i set tool value to 3 but nothing happens? any help?
also just in case attached is DFX file of what I want to cut. maybe some one would help me with guild line here? tnx! by the way in cutting off the FR4 PCB boards which is about 2mm thick

I've never been able to get LazyCam to recognize tool diameters. I draw my designs with this in mind.
