why are some laser engravers enclosed while others have open beds?

Because it is very expensive and cumbersome to enclose very large format lasers , apart from which , an enclosure would make sheet and part handling/loading/unloading difficult.

Note that you need to take extra safety precautions when working around an open bed laser.

ok...I thought it might have something to do with fumes/vapors ventilation or filtering or beam reflection/refraction containment.
