How to align mirrors without getting fried eyeballs.

I didn't search too hard, but I've not come across anyone else doing this to align laser mirrors...

we use engraving plastic, cut the size of the mirror and etch a cross hair in it. Since it has two colors of plastic once you etch it the other comes through. We use with white with a black background. The thickness is 1/8 acrylic. I set the power to 1% so it will last the most hits.

I tried everything to adjust the mirrors and still cannot get them coincident. Is it possible that the bracket that hold the mirror holder is mounted higher the the other bracket?
