Need help before I start

I have downloaded the JGRO plans and would like to know if there is a source to explain the meaning of some of the symbols and nomenclature on the drawings. I’ am not the sharpest tack in the box, bit I feel I have a good learning curve. I assume that all the measurements are in inches, but would like to know what size drill bit you use to drill a .201 or .281 hole. Are these measurements equal to a numbered drill bit? Especially would like to know the explanation about the verbage and symbols describing the holes being drilled I have a table saw and drill press, is there other tools that would make this project easier and more accurate? Thanks in advance for your help. (will probably need lots more as this project goes on.)
