where do you get cutters to machine teeth for small gears?
#2 also to cut teeth for gears on small belt drives
#3 where do you buy say small 3/8 inch or close to splined shaft and broaches?

What's your budget?
#2 I would grind a flycutter and cut the teeth individually with the gear blank on a dividing head.
#3 You can buy milling cutters but they are not cheap and you need a different cutter for each DP (Diametrical Pitch) or Module number that you use and each cutter only covers a small range of size (ie No. of teeth). Look for Involute gear cutters on Google there are lots of sources in the UK. Second hand stuff is cheaper look at www.homeand workshop.co.uk or a company called Tracy Tools Ltd. We have cnc milled small gears using miniature end mill bits from http://www.bitsbits.net/.

They are not gear cutter mills, but are miniature long reach end mils.

McMaster-Carr also carries some miniature end mills although not with as long a reach.

Be very careful when you buy gear cutters. I bought a set of 48P cutters from Traverse and they were made in China. Profiles looked like they were machined with a hatchet. Complete junk. Sent them back.
Bought another set from McMaster-Carr. They were made in Poland and were excellent cutters. The profiles and cutting depths were good. I have purchased some other pitch gear cutters from McMaster-Carr and they were also good. They are not cheap, but are worth the price. Sell them on Ebay when you are done with them.

If you need gear cutters, or for that matter just about anything else, try MSC. Admittedly, they are not cheap, but quality tools made in USA never are.

Also, you could make your own perhaps. Ivan Law describes a lathe-based method for achieving this end, as well as a relief cutting tool, in his book "Gears and Gear Cutting (Workshop Practice) (Paperback)." It contains very understandable treatise on all aspects of gears, highly recommened.
