Hit 15S With Siemens 840c control - no operating system

I am looking at a 1996 Hyundai lathe, model #HT15 with 840c Siemens control. The seller says that the operating system is missing. I guess someone formatted the hard drive or something.
How big of a problem is this? Would it be possible to find another lathe with the same control and copy the operating system?
Is there anyone with a copy of the operating system on cd's or maybe a hard drive with an operating system?
Is the lathe now scrap metal?

Edit: Here is what the seller said. Maybe the operating system is not missing.

"They formatted it but we still could not get it running if you know someone with the same machine you could probably down load the Program and it would run"

If you have time, and get it cheap enough, might be worth the headache. I'm not sure on the c model, but the d model was just windows with a seimens overlay. The tricky part might be if the program in the ncu is missing (again this was on a d model, I'm not sure about c models.)
