Pre Assembled Kits

The other day I was surfing around and came across a site where the guy was selling complete pre assembled 3 and 4 axis kits that looked alot (ok exactly) like HobbyCNC kits. They were extremely reasonable and included everything for a true plug and play setup. Stepper motor wire w DB9's already in place, the driver was soldered and ready to go etc etc. Like a dummy I didnt bookmark the site and I cant seem to find it in my history.
My question is, does anyone know of this site and if its a creditable company or is the guy simply buying Hobbycnc's kits and reselling them assembled?? If he/they are doing that, do they have authorization to do so?

I have looked at the Hobbycnc kit enough to feel 99% sure that it was the same kit components.

Why would you need authorization to resell?

Dont know for sure just thinking out loud I guess. I know there are products that not just anyone can sell without being an authorized re-seller. Thought that may apply here ya know?
