What year is this machine? Does it have a Haas branded Vector Drive or a Magnatek / Mistubishi type drive?

I'm not totally familiar with that generation machine but I can talk in generalities:

I think your machine runs on 165V DC buss voltage. That should be present at the high voltage inputs to each axis amplifier. If it's not, then I'd trace it back up the chain. Those wires have to come from some kind of rectifier / power supply box. It should have a very large rectifier (screw terminals) and capacitors in it. It should also have a large relay either inside that box or immediately preceding it. That box and contactor/relay are what I suspect has gone wrong (at least that's what the error suggests).

If you aren't experienced and confident around high voltage, stay away from that stuff. Those capacitors will store very high voltage even after the power is off. They take about 15 minutes to fully discharge. Insert the rest of the lawyer stuff here.

The Servo's have to be on to measure the DC Buss voltage correctly, so there can't be any alarm/e-stop ect.
