Need Help!- Dont know what type of cutter (blad,spindle) to use to cut plastic

Hello,

I am building a machine and need help in deciding the right kind of cutter to use to cut:

Material: Plastic sheet
Thickness: 0.8mm
Shapes: Rectangle, Square, Circular.
Level of Accuracy: Microns

Kindly specify the details of the cutter (blade, spindle or anything that you feel is right) along with the make details and from where I could get it.

Onsrud 63-515 1/8" O-flute. I run 13,000 RPM at 120 ipm feedrate with 0.06" depth per pass. This is a router bit and is available at a lot of places, I bought mine through Amazon. This bit should work with most plastics. The price will be mid $30.

I need to cut profile from 100mm thick HDPE sheet.
My accuracy is +/-0.1mm.
I only can locate Dia.1/2" x 1.5"cutting length, 2 straight flute router bit. It's the longest that I can find. So I'll just have to flop the sheet over to cut from the other side for a total 100mm (~4") thick sheet.
My questions are
What spindle speed & feed rate should I be using?
Must I use compress air to cool the bit & clear the chips?
