Fanuc ROBOCUT Alpha-1B will not power on the control

Fanuc ROBOCUT Alpha-1B will not power on the control. At first I could not turn the control off using the off button. Instead I used the main power switch to turn it off. Now the control will not power on. You can't even hear that click from the relay. Since I don't have the service manual I don't even know which relay it is? I do have 18V at the on switch. All fans are running and you can see that the drives and the control all have power. Pendent displays "ROM CHECK OK".
Any help will be greatly appreciated.

I found the problem. It was the relay on a board inside the PSU. It looks like it was stuck in the on position.
