DRILLING AND TAPPING MACHINE

Does anyone have know of a machine that would be capable of drilling and tapping in the horizontal position? What we are trying to accomplish is to have a unit that would be capable of drilling and tapping two set screw holes in the hubs of roller chain sprockets without the use of drill presses or taking over one of our machining centers. I'm thinking a horizontal turret with driven tooling and a vertical arbor with bushings to accomodate different size bores. Essentially a VTL with the tooling approaching from the side rather than above and the tooling being powered. Hoping not to have to build it.
We do have a lathe with live tools and C-axis that we can use, but don't want to tie up that machine for this task.

I also have an application to drill and tap large plates (1.5M x 1M) on their ends after machining. The variation in sizes isnt ideal for using driven tooling.
At present plates come off the CNC machines and are maked out drilled and tapped by hand on a radial arm drill. (We do use some jigs for stock parts.)
I would like to automate this process by using perhaps a modified hoizontal CNC machine where the plates are positioned to a datum then drilled and tapped.
The idea is to remove this time consuming function as this can some times be longer than the machining for even just a few holes.
