I didn't see many dimensions there, but I've done some similar parts on a much smaller scale. I left the stock a bit longer. I tack welded the excess ends of 2 flat pieces of bar stock together and turned the OD on them, then cut the welds off or the excess ends to part them in 2 and then finish the details in custom aluminum jaws on the individual halves. Worked out very well with O-1 steel.

Oops.....beat me to it, Now I see Langwadt's suggestion makes mine look redundant, but relevant.

I think no matter what way you make these pieces it will be overkill if all that is happening is they get driven under blacktop.

I also do not see the idea of forcing them to splay out with a pipe will work as well in reality as it does in imagination. If I was making an anchor point to handle a working load of 15,000lbs I think I would want something a bit more elaborate than three pieces of metal 6" long (hopefully) splayed out under the blacktop with a bit of pipe.

That could work, because of it's size and the diameter I need I could only use 2 pieces (Obviously can't tell with dimensionaless pictures) but it's an option if what Feog says doesn't work.
