Any one knows if there a tool that can make the slot and hole in that part.

Or any ideas how to do it.

A 0.028" Drill and a very thin slitting saw could do it.

You can get .010 diameter endmills for the slot. Hertel, Micro 100, Metal Removal Industrial Tooling are a few companies I know of that supply them that small.
