adjusting drill press pulley system

I just bought an old 12 speed heavy duty drill press. It runs great. Manufactured by Central Machinery (Taiwan made) Model 726 - 3/4 hp. It did not come with a manual.
I've spent over an hour trying to figure out how to reposition the belts for the various RPM's that are shown in the diagram in the cover of the housing. I'm at a loss. It seems to me that there must be tool for this(?). There is not enough play in the pulley's to move the belts to a new position. I'm currently running at 590 rpm's which will do for now, but I don't know how to change the speed. Does anyone know how to reposition the belts or where I could find a manual for this press?

On my Delta drill press there are two "screws" (black plastic handles) to loosen the motor and take the tension off the belts. There's also a lever to tighten the belts before tightening the screws back down.

The motor on my press is bolted to a hinged mounting plate. The right side is on a hinge and the left side butts up to a metal rod that appears to be adjustable in length (a spring winds around the rod to give it some tension, and the rod it locked in position by a threaded screw with a black plastic knob. The problem is, that this adjustment is maxed out (The spring is completely compressed, it's all the way in and pressed up against the motor mounting plate.) I can only assume at this point that perhaps the owner before me replaced the belts with the wrong size. Do you think that the rear belt may be too small?

I just contacted the Taiwan Machinery Trade Center, but unfortunately they said they have no manuals for this machine. Oh Well.

I think I might have corrected the problem. There are two belts, one 24" belt was in the front-to-center pulley position and the other 21" was in rear-to-center location. I think they were in the wrong position so I reversed them. Now I seem to be able to get enough slack to be able to move the motor and use the adjustment rod without prying the belts off with a screwdriver.
I can reposition the belts by hand as follows: undo the locking knob for the positioning rod and move the motor all the way forward to create some slack in the rear belt. Then I have to pull the belt up with one hand and rotate the pulley to wind it off. I don't know if it is supposed to be that way or is it supposed to be so loose that it falls off (in which case one of the belts may still be an inch too small). In any event this method seems to be sufficient for the time being.
