Need Help Hitachi Seiki V-40

I have a Hitachi Seiki V-40. when you try to call up a spindle speed 200 it only runs at a very slow speed, like 25 rpm. If you call up 4000 it changes gears but the speed appears to increase but only to 40 maybe.
