You need some way to hold the impeller "upright" and then be able to rotate it and reliably locate it for machining of each vane. Most would add a 4th rotary axis to a 3 axis machine to do this. An indexing head could work.
On a side note, if you cannot envision this type of work holding, you are not knowledgeable enough to be tackling impellers.
