It's soft and easily machinable, and it should be able to take vulcanizing temperatures (the melting point is 232 C, 450F). It's been used traditionally in the jewelry trade for hand-carving models that are later vulcanized. Use a little oil when cutting it, so it doesn't stick to the cutters. Feedrates and rpms really depend on the size and type of cutters you're using - I'd start slow and try going faster if everything's working okay.
