problem in working with phototransistors

Hello I have this photo sensor :

It is said that it works on 5 v dc , but when I connect the 5v and GND leads to the supply and measure the voltage the voltmeter reads 0.9 volts and the output high voltage is also the same. and when I disconnect the 5v supply leads and measure the voltage across them it reads 5v normally.
I tried the same thing to phototransistors EE-SX3009-P1 (omron) and I got the same result (I attached the datasheet of the EE-SX3009-P1).
Could anyone tell me what is the problem and is this normal ??

Did you connect it up as per the suggested diagram?
A suitable diode resistor and a load resistor in the collector of the transistor?
The Omrom device only needs a load resistor, the diode resistor is internal.
The supply on the Omrom is 10v and up to a 28vdc load voltage can be used.

Yes I have put Rf 280 kOhm and Rl 46 KOhm but I still don't have 5v Out

Did you insert Rf before or after applying 5V for the first time? If you did it after, the diode may have died.

The EE-SX3009-P1 should be ok though, could test it with a 10k+ pullup resistor for the hell of it.
