Bridgeport 1 R2E4 Mill

Having problems with the 128vdc Power Supply. Blows fuses on power-up. Removed Diodes,Caps and resistor and had checked at Local Electroincs Shop and everything checked good.

Looking at the neutral wire would it check direct to ground or would it read resistance???
