tach for router speed

has any one used or made there own tach and speed control
for there router, was looking at C3 - Index Pulse Card from
http://www.cnc4pc.com/Store/osc/prod...roducts_id=129 and would how to incorporate it as a tach in mach or ext hardware?
in conjuction with http://www.cnc4pc.com/Store/osc/prod...roducts_id=155 the c19 speed controller?
