I'm not familiar with those CNC4PC boards, but, the charge pump should only work when Mach is reset. In other words, if power is on to the board, but Mach is not loaded or in E-stop mode, then nothing should work. Only when Mach is out of e-stop (in control) should anything work.
How did you configure the charge pump in Mach? It sounds like you have it set to an 'Enable line' rather than the 'charge pump' output.

I have a breakout board from cnc4pc and have a problem with setting it up with the safety charge pump.
I use pin 16 from the breakout board for the safety charge pump..when powering up, everything works fine, she signal comes through.
When pressing reset in MACH the signal is gone..so o.k.!!
however......
pin 2 till 7 are still high from the pc and the signal goes through the breakout board...the signal even iluminates the LED wich is on the breakout board...so when resetting MACH, and not the safety charge pump I can control the servo's!
Am I doing something wrong?..I thought this would be the easy part....
