No Manual Control in Mach 3

I am running Mach 3 on a CNC Bridgeport. I can run a G code program but I do not have any manual control over any axis. When I tab for Jog Screen I cannot change the increment for the jog or the jog from step.
    Any help is appreciated.
    Thanks
    AJ
