DXF files in scale 1:1

I have a set of DXF files drawn in scale 1:1 and currently having construcam and win pc-nc ecomony installed.

I would appreciate all the help I can get when it comes to help regarding to work with this files, both the downscaling and also how to make them in layers again since all the layers are merged.

I am looking to rescale some files, the slots are for 1/8" and I need 1/4" slots. Does anyone know the best way to rescale the slots? Is there some programs that would help with this or should i just add 1/16" to each side of the slot to make it 1/4" slots?

I have some .dxf files and currently only using InkScape and DraftSight to play with files. any help please.
