Noob software question!

Hey guys, what software would you reccomend for a person just starting out?
Something on the easier side of the learning curve. Since school takes up most of my time. I have been using 2D Turbo CAD for a long time. I built a 2'x4' machine with a xylotex board and steppers, and now I am looking for some opinions on a decent software setup. I want to eventually be able to do 3D for large scale model tank work. Any information would be greatly appreciated. Roy

I can swing around $ 200 presently, I have that much left. I figure once I do more research and talk to some people that are actualy using the software I can decide what to get.
