CNC'ing graphics

How do I bring in a jpg into AutoCAD or Solid works and make a DXF file out of it so I can engrave it using my CNC mill?

You cant really.
The proper method for this is to use a raster to vector conversion program. A picture has no real defined size in an absolute computer environment, where as vectors are define 100% by X,Y,Z coordinates.
I believe a program such as Adobe Pro can do this.

However if you are not too fussy you can insert the jpg into SolidWorks (which basically sets it as a wallpaper). Then you can zoom in on sections of it and create geometry by freehand placing the lines, curves, splines, etc by "eye". When you are done this you can scale the whole thing to your desired size.

VS3D is another software option. VS3D can import all types of images (jpg, tif, etc.) and can generate G-Code directly from them. Here is an example tutorial:
