A person I know on IRC is designing a new CAD/CAM software called GCam. It is light on CAD, heavy on CAM; it is also slightly lower level than many CAD/CAM software packages out there since it is geared more towards designing your part around the machine you use, not in abstract form where the software would make a best guesstimate for you. http://gcam.js.cx/index.php/Main_Page is where you can find more info on it.
