2D cad software for creating text on arc/radius?

Newbie to the forum here!

Looking for some input for some really cheap (or freeware/shareware) 2D cad software for creating text on an arc/radius. This software would also need to ability to export that text in a file in .dxf or .dwg format.

I'm trying to do a startup bike component company on a very tight budget and my 3D cad software cannot do this but I can use geometry from another cad system.

Do you mean in an arc/radius on a flat surface, or around an arc like on the OD of a tube?
