I think I'm missing something. I've been cutting MDF and abs with success but I have difficulty getting accurate cuts in only one pass. If I run my code three times I get somewhere close to the correct distance.
For example, a 9mm hole will come out at 8.6mm at the first pass and end up at 8.95mm after the third or fourth pass. I need to mention that what I call a pass actually is three times going around the hole circumference.
Could that be an end mill issue, I'm using some Chinese end mill? Machine is functioning properly and calibrated properly.

yep thats it. Add finish passes in your CAM. The larger end mill will also help, hopefully. Reduce your bore stepdown as well
