See attach picture, looking at the pic, when my cutter is traveling to the right it creates this small lip on the wood like its not fully cutting it all. Now if I travel to the left it seems to cut that lip away. Same thing if I zero the Z and travel the cutter to the right it doesn't cut any material but as soon as the cutter travels to the left it starts to cut away a bit of material. I thought that the spindle was titled but that do anything. I'm at a lost of what this might be.

could it be the bit is "climb cut" only or "conventional cut" only? that would explain not leaving the bead in one direction only.
I've never heard of a climb or conventional cut only bit. Doesn't seem possible to make one but I could be wrong. It's most likely something racking when moving in opposite direction.

I'll take a closer look. I turned off the cutter and I zeroed the Z to the bed. I then manually moved the cutter to the right while watching the cutter. It slides smoothly to the right. AS I move the cutter to the left, it starts to dig into the wood usually about half way back is when it starts to dig in a bit. I checked all mechanical parts everything is rock solid. Strange though, when I move it back to the right and then back to the left its doesn't dig in anymore. It like I'm not getting the full depth of a cut. If you look at the pic, the lip is half the cutter width. Maybe something to do with that?
