There's no automatic way of doing what you're talking about - producing an accurate 3D model of a head from a frontal and profile photo. An artist can look at those things, and using sculpting software like Freeform or Z-brush, produce a model, but there's some skill involved in that, since all the information required isn't present in the images, and some extrapolation needs to be done. You can do this with a 3D scanner, though.
Once you've got the model in STL format, a CAM program like DeskProto or VisualMill Expert can produce G-code from that which will run a 4-axis mill or router.
