Default Haas VF0 tool release problems

I just got a 1995 haas vf0. It's been sitting for a few years. I have it wired to a new 20 hp American rotatary phase converter. I have a large compressor that supply's more than enough air.
My problem is when I push the tool release the button the solenoid burst air for a second but then stops. Not long enough for a tool to engage or disengage. I've cleaned the Trp and put some air tool oil on the o rings. It actuates freely. I can manually activate the air solenoid and get a tool to clamp. Before as long as I held the tool release button down it would keep the solenoid activated. Any help is greatly appreciated. I'll add a video
