Does "clear lacquer coated with ultra thin color" mean it is painted a color and then clear coated over the paint? If so, you can etch away the clear coat and the paint with a CO2 laser. This should require very little power. If you mean it is brass-plated steel with just a clear lacquer coat, then you can etch away the lacquer, but I don't think you will be able to see much contrast between the etched and non-etched surfaces.
