Cutting question

Dear Membes ,

Can you tell me what softwere to use ?

My situation is when cutting metal for example a 40 mm at 1 mm iron circle I want to start the cut from a specified distance from the border of the circle not to damage the circle dimensions and opposite when I need the interior of the circle clear
