Recommend a machine to Kiss Cut into card stock - I need options / opinions

Hey everyone!

I've been soaking up as much info as I can this morning after stumbling into these forums while doing research for vendors who can produce a run of 'kiss cut' business cards for a client of mine.
After searching high and low for local printers that have experience with this and coming up short, I am thinking about starting my own small business, focused on fresh, clean design, executed beautifully through laser cutting.

Things that I think I'm looking for are:
a 40-60w laser - or less? I want to avoid burn marks at all costs, as these will be unacceptable to clients
a Galvo head - From what i've read this is all about speed. I need something which can cut quickly, not only for quantity, but for avoiding burns.
Unsure about working area size - something where I can lay up a decent sized sheet where i can cut 8-12+ cards

Budget... yikes. This is tough, I am really hoping to stay under $3000. I dont know if this is realistic or not. I am open to lasers Made in China, and from what I've read, certain Chinese manufacturers like GK Laser are quite reputable.

That being said, I am looking for recommendations for a machine which can produce results like the images below by kiss cutting into thicker card stocks. Can you guys help?
