I am stuck in parameters on machine, I have no idea what they means, and I was supposed to change them.
Can someone explain me each parameter in the image? What I need to change in order to start machine. When I start it now it displays error 40 which means error for cone parameters

In cutting any kind of taper via wedm it is critical the machine "know" where the program (X/Y) plane is.
When doing 4-axis cutting it is also critical to specify the reference (U/V) plane.
Your part-print shows the part to be 20mm thick so the obvious assumption is that your program plane should be at either 0 or 20mm.
Now while I may not know what all the settings on your parameter page are, I do know that I've never worked on a wedm where the upper guide was at 0 ... and I don't see any parameter set to 20mm.
So, I'm pretty sure at least some of your parameters are screwy.
You really need to get your hands on the instruction manual.
Now let's look at your program:
Where did that I100 in your G92 line come from?
That is normally where your reference plane height call-out would be.
Unless I am greatly mistaken, from looking at the part print your reference plane should be @ 20mm ... though you shouldn't need it called for simple taper cutting.
If, on the other hand, your program plane is on the "top" of the part J should be 20mm.
