I have a chinese 3020T and the output is 27.20volts, I have purchased a controller board MK3/4 from planet-cnc which is rated for 24V DC is it safe to run the 27.2 Volts into the planet board if not how do I drop from 27.2V to 24V ?

to find out if you can connect the controller board MK3/4 from planet-cnc it will be safer to ask planet cnc
they will know if the regulator they have used will be OK run from 27V - the headsink may be too small
depending on the current demand of the MK3/4 board
one solution could be to use a 24V regulator - LM340/LM78XX Series 3-Terminal 1 Amp Positive Regulators -
use a 7824 regulator -
you may be able to find a ready made regulator board with a 7824 , two capacitors & terminals like this -
24V DC Voltage Regulator Module Board, Based on 7824
a simpler solution could be to have five serise connected 1N4002 diodes connecting the +27V to the MK3/4 boards positive

In series would be POS to NEG to POS to NEG correct how many would I need? The only thing about electricity is how to let the smoke out.

yes , wire them POS to NEG to POS to NEG - the cathode , the end with the white band points to the MK3/4 positive terminal
as to how many diodes that depends on the temperature and the current through the diode your using
from the data sheet , for the1N4000 - 1N4007 diodes the maximum forward voltage is 1V at 1A AC @25 degree C
but I would use 0.65 to 0.7 V for your calculation ,
if you divide 3.2V by 0.65 or 0.7 you get a value just under 5 !
so I would use 5 diodes for your initial test
if the current taken by the MK3/4 produces volt drop of 0.65V across each diode ( a total of 3.25V ) - great
even if the current through the 5 diodes produced a volt drop of 4V
I would expect the MK3/4's voltage regulator to cope with a supply voltage of 23V (instead of 24V )

As already mentioned about ~5, if you get one backwards, nothing will happen as the supply will just be blocked.
