New to using Macros

I'm new to programming with macros so please forgive my ignorance.
I need to know how to write a macro that I can input:

Variable #1 (how many individual tool programs are there?)
Variable #2 (number of cavities to be cut in 1st row)
Variable #3 (centerline distance between cavities)
Variable #4 (number of cavities to be cut 2nd row) (may be 0)
Variable #5 (X translation amount for 2nd row) (may be 0)
Variable #6 (Y translation amount for 2nd row) (may be 0)
Variable #7 (tool 1 program number)
Variable #8 (tool 2 program number)
Variable #9 (tool 3 program number)
Variable #10 (tool 4 program number)
Variable #11 (tool 5 program number)
Variable #12 (tool 6 program number)
Variable #13 (tool 7 program number)
Variable #14 (tool 8 program number)
Variable #15 (tool 9 program number)
Variable #16 (tool 10 program number)
Variable #17 (tool 11 program number)
Variable #18 (tool 12 program number)
Variable #19 (tool 13 program number)
Variable #20 (tool 14 program number)
Variable #21 (tool 15 program number)
Variable #22 (tool 16 program number)

Macro
1. Run individual tool program offset (variable #3) (variable #2) times.
2. Mirror if necessary.
3. Run program offset (variable #5 and #6) (variable #4) times.
4. Mirror if necessary.
5. Move to next tool program

I may not use all the tools on every job. The cavities I'm programming have a lot of 3D detail and I use a lot of small cutters with a lot of movement for the detail. The programs might be upwards of 30 cavities on a single plate (cutting two plates at a time) and the programs are just too large to run complete. That's why I want to start using macros. That way I can just post the individual tool programs for one cavity.
