old program back to cad?

I have an old program that was given to me and I need to convert it back to cad so I can 3d model it. I've tried to just type in the points but I am not familiar with this output... Normally when I do this I have in my G02/G03 lines an I and a J, this particular program just has an R.

Any Ideas?

So I would just treat them like points as I would with a G1 and input my blends?
