Need Help!- Outside radius

I have been using a CNC mill for a whole week, now. And have two Q's:
1. Please show the G-code that would form a 1/16" outside radius on a cut at X1 Y0, then travers to Y1.
2. Please direct me to an easy way to convert a text file (dxf, dwg, txt, ???) into G-code.
